Help with Tendril Necklace fork

I’m really struggling with the Begin Fork section of the Tendril Necklace. I’ve tried the needle rotation instructions several different ways, and I never end up starting on the WS for Row 2.

I know a lot of people have made this pattern…can you help me figure out what I am doing wrong?
